My brother has in-laws in Germany. There's a P09 there that he's welcome to have.

Is there a legal way for him to import this? I realize it may be complicated by the fact that it's a "weapon of war".

Thanks!

Cherry’s is an importer. Also Simpson’s Ltd. Lugers are importable under the C&R exception.

P09 or P08?

Based on what it is, it may not be worth the cost and hassle. Have him try to get as much info as possible before he moves on it.

There are several ways for you to get it home. One is to have an importer import it to your FFL. I've never done that route however. Route I use is to mail/email ATF their Form 6 Import License request. Since I"m OCONUS when I do this I put down that I'm the importer. For Carrier I put down Commercial Air. Don't worry that you don't have a ticket yet. Submit and wait. Something else to consider while its being given to you, what is the Country's law's on that? You don't need to be stopped at checkin for having an illegal gun in that country, even thou your US paperwork is in order.

Last approval I had was for a Turkish Shotgun out of Afghanistan in 2020. It got ATF import approved but then customs won't let me board the plan with it. Different can of worms altogether on a military base.

Back in 1990, I mailed the triplicate carbon form 6's (remember those) to ATF for several guns leaving Germany. My all matching 1939 dated P08 Luger was denied than for being war surplus along with my Webley MkIV .380 revolver. Now days its C&R and importable. Did have approval for about 7-8 CZ pistols and a Chinese Makarov.

I would contact an importer here in the US and start talking to them. ATF has a web site with FFLs on it. You need a 08 FFL, Importer of arms and ammunition other than destructive devices.
