He vetoed it last time, and the veto-proof majority who orignally voted for it evaporated when it came time to overturn the veto.

I don’t know why they even bother with bills like this that they know Pooper will veto. It’s not an issue that the media will get behind so using it as ammunition to drag him is a poor angle. The base who want this to pass see right through the act so you can’t say, “oh we tried but Cooper veto’ed it, sorry. But you should keep supporting me!”.
Act swiftly when you have the power/votes.

I just read the article's description of what would be opened up to concealed carry.

I'm not familiar with schools-that-are-also-churches.

Can someone explain an example of places you currently can't carry, that you would be allowed to when the bill passes?

A handgun could be carried in a place of religious worship that is also a school by an individual with a concealed handgun permit or who is exempt from obtaining that permit when all of the following apply:

• The property is not owned by a local board of education or county commission.
• The property is not a public or private institution of higher education.
• The property is not posted with a notice prohibiting carrying a concealed handgun on the premises.
• The handgun is only possessed and carried on the property outside of the school operating hours.
School operating hours are defined as any time a curricular or extracurricular activity takes place on the premises, any time when the premises are used for educational, instructional, or school-sponsored activities, and any time the premises are being used for programs for minors by entities not affiliated with the religious institution.
We have a ton of them around here…potentially.

Churches start up and sometimes go years without their own buildings. They meet in schools instead.

The reason I said potentially is I have no idea how the public schools are set up as far as ownership, so I don’t know if this bullet point comes into play or not:

The property is not owned by a local board of education or county commission.
 
Also, our church also started a private school back in ‘95. All on the same property. Classrooms during the week are Sunday School rooms on Sundays.

Unfortunately it’s posted. But I would think if this passed, and I was able to convince them to remove the decals, that it would be legal to carry on Sundays…
 
@Me. My church has a weekday preschool in one hall of a building attached to the church. This is not at all an unusual scenario. Plus you have the scenarios Big Waylon referenced.

I can’t get local law enforcement to reply as to what their position would be after the latest fiasco with the bill passing, but being vetoed. One of the uniformed officers from the town where the church is located gave a great presentation to our church safety team, and he himself runs a safety team at his own church, but then the failed legislation (edited) got everyone’s attention, and has everyone spooked.

We no longer know if we are legal to carry at church or not because of the weekday preschool. And before folks say, “concealed is concealed”, if a member of a church safety ministry gets caught up in an active shooter scenario, and shoots the perp, the church's insurance won’t cover any liability, the church can’t stand behind it, the shooter is on his own and "in the wind". It’s one thing to carry to defend yourself, but a pretty big responsibility to step up to sheepdog level, knowing you might be SOL if something actually goes down.

It’s a felony to carry on educational property in NC. But what is educational property? It’s clear as Mississippi mud.

He will not sign it … the same as the repealing of PPP’s … with no chance of the House overriding his veto.
 
It's not virtue signaling if it passes. This was sponsored, at least last time, by a Democrat that had a church in her district that was receiving threats due to their stance on certain issues. And while Cooper is a rabid mouth-breathing gun hating power hungry tyrant, the focus is so narrow and support is so broad, that he may make a call to Bloomberg and ask permission to let it slide in order to preserve his (undeserved) reputation as a good ole NC boy for his future political ambitions.

Before he did this, I’m sure he checked with the Dimocrats that voted for it to make sure they would switch and vote to uphold the veto. We’re not going to see any advancement in gun rights until 2024 at the earliest.

I think we should give a shout out to GRNC and the others that got this up to the very edge of passage.

“Off school grounds” … the bill is not about schools who allow church services as a secondary function … it is meant for churches who have schools (mainly preschools) as a secondary function on weekdays. That idiot is just twisting it so he can try to justify his veto.

As a result, Gov. Cooper’s action will single out hundreds of North Carolina Churches for potential violence and assault.

Despite solid bipartisan majorities in the legislature who voted not once but TWICE to send this bill to his desk — and despite the hundreds upon hundreds of emails Gun Owners of America members like you sent last week to the Governor’s office imploring him to correct an injustice recognized by all — Governor Cooper chose to ignore the will of North Carolinians.

Instead, Cooper is following the dictates of the anti-gun Left. While the majority of North Carolina churches already possess these protections, this bill applies to those which do not.

A veto override in both chambers will be required to remedy this clear and present danger to church-goers across the state.

We know we can count on the Republican members of the General Assembly to vote in favor of an override, but can we count on the support of the Democratic legislators who previously supported the bill to do the same?

We should expect them to remain true to their principled votes and not switch their support and votes when it matters most.

Those who would vote to deny this equal protection under the law for all -- and certainly those who would change their prior vote of support for a blindly partisan vote of opposition -- will have blood on their hands if violence is perpetrated against a church that is unjustly prohibited to use all means available to protect themselves and their congregations during worship services.

The provisions of this section shall not apply to a person who has a concealed handgun permit that is valid under Article 54B of this Chapter, or who is exempt from obtaining a permit pursuant to that Article, if any of the following conditions are met:

(1) The person has a handgun in a closed compartment or container within the person's locked vehicle or in a locked container securely affixed to the person's vehicle and only unlocks the vehicle to enter or exit the vehicle while the firearm remains in the closed compartment at all times and immediately locks the vehicle following the entrance or exit.

(2) The person has a handgun concealed on the person and the person remains in the locked vehicle and only unlocks the vehicle to allow the entrance or exit of another person.

(3) The person is within a locked vehicle and removes the handgun from concealment only for the amount of time reasonably necessary to do either of the following:

a. Move the handgun from concealment on the person to a closed compartment or container within the vehicle.

b. Move the handgun from within a closed compartment or container within the vehicle to concealment on the person.
