Never seen this on a vehicle before

Any idea what it is? Sorry for the terrible picture, snapped it quickly

There was an identical one on the drivers side and it looks like it blocks both rear doors unless it can be unplugged and the rack hinges outward.

The vehicle didn’t have handicapped tags so I’m not thinking it was life support related.

I’m stumped

Ahhh…then that’s the wife in her Ford Explorer with the satellite GPS tracker for when the coon dog has sure enough busted camp and the regular tracking collar won’t work. 😂

I wonder if it’s some de-icing or vehicle heating apparatus ?

They measure the reflection of the road markings as I understand it for lane repainting projects/studies
