Post-41F NFA Stamp Tracking thread

Eform-1 been about 6 weeks now since my prints have been received.

Anyone been waiting for this long?
Lots of people have. It seems lately it either takes ~4 weeks from submission, or 3-6 months. The longer ones are because the people end up in delay status on the BGC...no rhyme or reason as to why.

Kinda a kick in the balls. Seeing those 30 day turn around times and than sitting here with my finger up my ass. No biggie though just a curious mind.

I made a smart decision this time and had a suppressor shipped to a ffl with a range. I’m hoping to get out there and try it out while it’s in jail.
 
Stamp came back today for a MG transfer submitted to ATF the first week of June 2020. Transfer was to a trust with multiple trustees, not to an individual, and it was the first post-41F purchase for the trust, so prints, photos, and responsible persons forms for all trustees required in addition to the usual copy of trust -- meaning e-form was obviously impossible.

EForm was only impossible because it was a Form 4. 😁

The fact that it was the first one doesn’t matter, as you’ll have to do prints, photos and RP forms for every subsequent submission. Just pointing that out for anybody that was confused...

I'm well aware that the group of trustees will have to go through this nonsense again and again for no good reason ... and that only the actual documentation proving the existence of the trust can be skipped from the time of this stamp's approval for 24 months beyond.

My point was that prior to 41-F, none of this idiocy was needed with respect to people's use of estate planning tools for transfer purposes since, you know, even if there was a trustee who was a felon, that person still couldn't legally possess any firearms, rifles, pistols, AoWs, machine guns, etc. held by the trust. You get the idea: 41-F was annoying paperwork added to close a nonexistent loophole that only existed in the minds of certain political parties that don't like guns -- and this was my first time dealing with that waste of time BS that simply cost me more time and money ... as well as costing taxpayers said same. :(

Not that I'm bitter about it or anything...

Wasn’t trying to argue...there were just several comments that didn’t line up with the rest.

And a lot of people still think photos and prints have the 24-month exemption, so I was clarifying that for anybody else reading.

Shouldn’t have been much extra cost to do it post-41F. Prints and photos are DIY items that can almost be done for free.

But more importantly...what kind of MG? 😎

The real cost was the time -- since fingerprinting in NC was halted for a long while (3ish months in these parts) during Covid-19 last year ... right after I made the purchase. Thus, neither I nor my trustees could get prints to initiate paperwork for that 3 months. Thus, total time from purchase to possession for me was just over a year thanks to 41-F's requirements, inability to get fingerprinted, and the ATF processing time. i.e. I'd have had 25% less wait time had there been no 41-F requirements as in days gone by.

As for monetary cost, it wasn't insignificant, as the Sheriff's offices in both counties, nearby, charge $10 per fingerprint card, times 2 cards .... times the number of trustees (which isn't a small list for me since my trust is truly an estate planning tool) ... plus photo costs for each trustee... all of which I covered costs on since it was my purchase granted to the trust. It adds up quickly. The Obama administration basically made NFA purchases much more costly for me AND in this case, added 3 months -- all because I happen to do solid estate planning. Bleah.

To your question -- normally I would call the MG a SMG, but it's technically both for me, now. As purchased it's a bone stock, mint SWD M11/9. However, during my wait I also acquired the CF-W slow-fire bolt for it (halving its RoF and adding control for it), a Lage Mod-SK upper for it, and a Lage 5.56 upper for it. Thus, I've got a pair of SMG uppers and a 10.5" barreled MG upper, as well. Finding in-stock Silencerco brakes for QD suppressor hosts has been like pulling teeth, though, so she's not ready right out of the gate. (I don't like their QD flash hiders due to flash hider 'ping'.)

Pics are the cost of ink for your printer. Or six for the cost of a single 4x6 (<50¢) at your local Walgreens, Walmart, etc.

A fair point on cost reduction, but I do believe there still would have been a wait, since "fingerprint cards must be completed by your local law enforcement authority" ... and when I spoke with both nearby county Sheriff's offices, they were handling nothing related to prints when fingerprinting was shut down due to COVID, last year. They wanted nothing to do with the general public, basically, due to no ability to socially distance. (I even asked specifically about ATF-form FD-258, but the people I spoke with had even less clue than I did.)

Given the above, rather than risk anything being amiss with my ATF submission, I simply had my local law enforcment authority handle my fingerprinting and paid the fees ... once they resumed printing ... per the above-cited source's instructions, as I certainly didn't want to wait 7-12 months only to have a rejection on the grounds of a failure to follow protocol.

As for pics being the cost of ink for my printer -- I'm pretty sure the ATF wouldn't approve of a submission printed by a black/white-only laser printer. I think it was 10 bucks a pair for someone to take and produce passport photos at CVS...

Just for some real world experience...

1. FP cards for explosives are the only ones that require law enforcement. I’ve submitted my own for multiple applications, as have tons of others. I’ve eve had people stop by my house and roll their own for their FFL applications and were approved with no issues. The regulations only state “properly equipped”...which I can accomplish with a ink pad. I have a how-to in the stickies on how to fill out the forms.

2. There’s nothing in the regulations that require the photo be on photo paper or even in color. I print my photo directly on the form. No chance it falls off that way. I’ve done them for @amnesia and @Jerzsubbie that way as well...at least setting up the photo on the form. They printed, submitted, and were approved with no issues. It’s a passport-style photo, not an actual passport photo. No requirement for a plain white background either.

If you still want to do photo-quality pics, I’ll assume you or somebody in your family has a smart phone or tablet. Go find a passport photo app. I use this one:

So my interstate forms went in on March 5
They got reviewed March 19
Got postmarked March 31
And they landed in my mailbox some time between monday and today.

I guess i need to plan a trip to visit my folks soon...
 
My form 4 has been pending since July. I'm beginning to think they lost the paperwork lol.

Also my eform-1 is pushing 3 months.

Figured with everything going on they started to become swamped with tax forms.

I got myself excited when I started to see the 30 day turn around times but got quite disappointed quickly after waiting twice that time.

Regardless it’s not a need at this time just more of a want. So I’ll continue to wait and check my emails.

This is really helpful and I wish I'd have used it instead of trying to take pics on my own. I'm worried that I didn't zoom in enough on my face.
 
Purchased a SiCo Omega36M from dealer inventory November 2nd, used silencershop kiosk, “check cashed”11/4/20, called NFA branch last week to find out it what’s going on with my Omega300 that was approved on 3/9/20. They had nothing new to report on that can’s stamp. While I had them on the phone I inquired about the 36M. Turns out it was approved 3/31/21. The stamp for the 36M arrived today, but still haven’t received the stamp on the Omega300 that was approved 22 days earlier.

You had me concerned for a minute...but I think you put the wrong approval year for the Omega?

Not having that one in hand yet isn’t a big shock.

Got a call from my dealer that the stamp on my Omega300 came in this morning.

to recap, approved 3/09/21, stamp mailed 57 days later 5/06/21, then it took the USPS 11 days to deliver the envelope from WV to NC !

it’s been a long 13+ months for a process that should take weeks.

Thats encouraging, and yet confusing. Such is the govt I guess...They cashed my check today from SilencerShop, fingers crossed I'll get it this year.

I need to do this EFile for my pistol to sbr conversion. These delays + the atf's new interest in braces is lighting a fire under me to just get it done.

Now that i got my stuff all under one roof, I redid my trust and tried calling my LGS to have them upload the info on the 3 items I have waiting into the SS kiosk.
One dude who answered the phone saturday said it was impossible, which is strange since the old dude and the young lady who work there have both told me that is the easiest way to get things done.
I called again later and a girl answered who said straight up "I don't know that system, call back monday and talk to (young lady) because she's good at it". I thanked her and waited for monday
Well, today is Monday.
A couple minutes after they opened, I called and asked for (young lady) who said something along the lines of "no problem. give me your name and the email you use for SS, it might take up to 24 hours". I told her my name and she said "oooh, yeah, I've seen your name come through on stuff a few times"
yup. that's me.
So before long, I'll be very familiar with the SS kiosk and their form 4 system. Me and my trust beneficiary (wife) already have our fingerprints on the kiosk, some pictures, and my trust uploaded... Almost ready to dump a whole bunch of money on tax stamps again.
 
Alright. I submitted a form 16 today, or as my cousin said, NFA offroad edition - Form 4x4.

I had Lauren at The Rock on yadkin in fayetteville upload into SilencerShop the info for 3 items that have been sitting in their inventory for a while. So SS reviewed my trust, reviewed my persons, reviewed my documents, and sent me a docusign link to sign the forms. And I had already used their app to upload my picture yesterday. Apparently they'll handle notifying the CLEO and everything. It is going to cost me a little bit extra per item, but I think they said it's like 35 for the service... and that seems worth it. SS also charges $205 for your $200 tax stamp... but still, it's a good deal.
That was 3 items at once.
The 4th item was a can i ordered directly from SS and is being shipped to The Rock as soon as the form 3 clears, yet my form 4 is already submitted. I'm not sure how they make that work, but they make it work.

Do they supply a receipt for CYA in case someone in .guv drops the ball?

I just got an email that said ATF accepted payment for 3 of 4 stamps on 6/24.
the 4th stamp i paid for is being held up because when i put in my order, i still had MI on file, and SS wants the increase in tax money before they proceed. I should call them about that.

$16 paid. Not sure how they came to that figure, since my invoice shows i paid NC state and county tax (7%)... and they said it was because my profile had my old address on it (MI, 6%)
But I'll wait until the dealer has it in hand and the ATF is sitting on my application to make any fuss...
 
okay, bowers .45 can and silencerco .22 can were received by my shop late last week. Uploaded and submitted today. 6/30

I guess i'll post a new date when that YHM gets received by my dealer and the form4 goes in. It's already processed by SS and i think they said the form3 was already approved. with it all paid up, it should be on its way to my dealer.
