Question about uploading pics

I receive the following error msg. when uploading files from my desktop PC. I'm pretty sure that it's not a size issue as i've tried loading very small files. I CAN upload pics from my phone though.
Is there a way to delete Cookies? Thank you for your help.

What OS and browser are you using?

Not sure that the cookies cause the problem. Whichever browser you're using, there will be a setting permitting you to delete the cookies and clear the cache.

You guys are right its in the browser, i thought they were located in the site somewhere. Been away from this stuff too long, which is a good thing.
Haha still using Windows XP and clearing them didn't help.

Doesn't matter now as I found another image hosting site. Heck with Photobucket.
