A buddy of mine submitted his Individual app for a can back in February. This weekend he gets a $200 credit back on his card from the ATF.

Likely that his app was denied for some reson?
Isn't the $200 fee non-refundable?
 
I’ve seen Forms that have issues that aren’t resolved get refunded. I believe the examiner/helper will make a couple attempts to the dealer or individual and if they don’t hear back, they’ll issue a denial and refund the money.

I’d have them call the ATF number and see what happened. Their dealer may have screwed up or something.

That's what I figured. I tried like crazy to get him over to @TARHEELSTATE , but he didn't listen and went with a local guy that I warned him against.

It's not non-refundable, up to a point.

•You can get denied and get your $200 back.
•You can withdraw a Form before it's approved or denied and get your $200 back.
•You can cancel a Form 1 after approval and get your $200 back by confirming you never made/modified the firearm into an NFA item.
•You can cancel a Form 4 after approval up until the final transfer is done on the 4473 and get your $200 back.

If an error letter is sent, you have 30 days to make the correction(s) and resubmit your form...and you don't lose your place in line. At some point last 30, I'd assume they're automatically rejected and refund process is started.
 
Meant to mention this in my first reply. It's not really relevant to the original situation, but it is something I learned recently because I was considering canceling an approved Form 1 I'd had for a couple years but hadn't made the silencer, yet.

You have three years from the time the tax is paid to request a cancellation and refund.
