I was asked if this was OEM or an issue, a friend is looking into purchasing it. Looks like a barrel obstruction to me.
I don’t know much about them so I’m asking y’all. He hasn’t cleaned and looked down the bore yet.

I'd agree that there was some sort of barrel obstruction that caused the bulge. Since it's near the muzzle, you should be able to correct it by shortening the barrel and re-crowning. Of course, that assumes that there's nothing else wrong with the rifle. Buyer beware.
