Have 3 model 94 Winchester 16 in carbines all hit about 8-12 in high at 50 and 3- 6 at 100. Tried rem,fed,and win 150. Hornady add 2-3 more. Why?
 
As mentioned, a taller front sight will solve the problem. I'm assuming factory rear sight and you've adjusted it all the way down. Try removing the rear sight adjuster piece completely and let the sight rest on the barrel. I seem to remember having to do this once. Factory probably just used the same front sight from the longer barrel models. Longer barrel more weight out front. Shorter barrel likely recoils more.

Even better change out the sights for a peep/ghost-ring setup.

I may do that. But understand that this problem is the same on 3 16 inch barreled Winchesters. Tried some old 170 federals yesterday and they cut it in half.Box was from the 1960s.
 
Winchester always came with sights appropriate for 170g bullets. Folks try the 150s cause they are faster and flatter but find out they have to change sights and deal with the fact that the trajectory difference is under 2 inches, eg about the same as shooter error.

Lighter will always be out of calibration, and often less accurate.

I've always preferred the federal powershock170g in the blue box. Plenty accurate, hit harder than the faster150s, and every win or marlin I ever owned with factory sights put them on the bullseye

Yeah, I think all 16" 94's are that way and why i think its just a quirk from the factory. Especially, if the rifle(s) are otherwise accurate. Just like 2" revolvers are regulated for 158gr or maybe even 200gr loads and tend to shoot low with 125gr loads.
