I use my old Toro mower, 26 years old, with a 14 hp Kohler engine to pull my pull behind sprayer. I used the mower for a couple of hours this afternoon spraying and all of a sudden the engine just sped way up, similar to what it does when it is running out of gas, so I switched it off. I checked the gas and the tank was half full. I started it back up and again the engine was racing, which sounded like it would blow up if I kept it running. I let it set for a couple of hours to cool off and it is still doing the same thing. I checked the throttle cable and everything seems to be moving on the carburetor, but it is not having any affect on the engine speed. To get it out of the yard, I cranked it up and used the choke, up and down, to idle it down.

Any idea what causes this and/or where to start to diagnose it?

The only thing I use the old mower for is pulling the sprayer as I have it wired to take on/off quick and easily. Instead of using alligator clips to hook the pump to the battery, I installed a flanged, 2 wire, midget locking receptacle on the back of the mower and a matching plug on the pump wires. I then wired the connector to a toggle switch on the mower dash, so I can easily turn it on and off without reaching way back to turn the toggle off/on on the pump. I'm planning to do the same wiring on my 4 wheeler so I can pull the sprayer with it.
 
Yep, governor works on fly weights, and a plastic gear. More than likely the governor is destroyed
