Tourniquet refresher myth vs reality

What I see on the left "Myths" are the mantras for the uninitiated and I believe still apply when they don't know or don't have advanced knowledge or skills. And under field expedient conditions. It also follows the basic guidelines where transport to or arrival of a higher level healthcare is readily available.
I see the right applying to more knowledgeable personnel and where time frames are extended.
