Utility locate (811) question

What's your location? Or what's your ticket number?

Utilities will only mark up to the meter.
County/city's won't mark anything if you live on a private road. If you do you will need to hire a private locator. Here is 811's list of approved locators https://nc811.org/private-lines/

Responsibilities (in most cases)

Well - private
Septic - private
water - county or city (unless on private road)
Sewer - County or city (unless on private road)
Power - usic
Solar - private
Phone/internet - usic
Gas - dominion
Propane - private
Past the meter - private (most backyards, etc...)
If you live in a brand new sub-division where the developer hasn't handed over the rights to the city or county, the developer is responsible for the water and or sewer.

1) why the hell is this taking so long and it never took this long in the past?

Most places are under staffed. Usic is for sure understaffed. Go online and look at how many job openings they have 🤣

2) who is responsible for doing the locate? Is it one entity or a rep from different ones?

Separate entities.

3) is there any way to apply pressure to get this moving? It’s running the risk of being the thing that keeps us from moving back in.

Yes, call 811 and give them your existing ticket number and tell them you need a 3 hour rush and crew is on site.

This right here. Be polite but explain in no uncertain terms that they’ve had long enough and machines are on site. Excavation is about to begin as soon as they get this low boy turned around and unhooked and it would be great if they could get this located.
 
The guys are out there right now installing the new water line to the house. The wife and I stopped so that she could see what the floors look like now that the first coat of polyurethane is on them and the first of the plumbers was pulling into the driveway just ahead of us.
 
Be careful, the excavator could still be liable for damages if they occur.


(6) If an operator (locator) fails to respond to the positive response system, the excavator may proceed if there are no visible indications of a facility at the proposed excavation or demolition area, such as a pole, marker, pedestal, meter, or valve.
However, if the excavator is aware of or observes indications of an unmarked facility at the proposed excavation or demolition area, the excavator shall not begin excavation or demolition until an additional notice is made to the Notification Center detailing the facility and an arrangement is made for the facility to be marked by the operator within three hours from the time the additional notice is received by the Notification Center.

I guess that's why your plumber has insurance 🤷‍♂️
