SENATE BILL NO. 16 Offered January 8, 2020 Prefiled November 18, 2019 A BILL to amend and reenact §§ 16.1-278.9, 18.2-287.4, 18.2-308.2:01, 18.2-308.2:1, 18.2-308.2:2, 18.2-308.7, and 18.2-308.8 of the Code of Virginia and to amend the Code of Virginia by adding a section numbered 18.2-308.9, relating to prohibiting sale, transfer, etc., of assault firearms and certain firearm magazines; penalties.

Prohibiting sale, transport, etc., of assault firearms and certain firearm magazines; penalties. Expands the definition of "assault firearm" and prohibits any person from importing, selling, transferring, manufacturing, purchasing, possessing, or transporting an assault firearm. A violation is a Class 6 felony. The bill prohibits a dealer from selling, renting, trading, or transferring from his inventory an assault firearm to any person. The bill also prohibits a person from carrying a shotgun with a magazine that will hold more than seven rounds of the longest ammunition for which it is chambered in a public place; under existing law, this prohibition applies only in certain localities. The bill makes it a Class 1 misdemeanor to import, sell, barter, or transfer any firearm magazine designed to hold more than 10 rounds of ammunition.

I'm not stupid enough to believe an army's worth of people will be going to VA from here, nor do I believe that it will be all out war like the 1860's, just poking the CFF bear, its ok

This seems extremely punitive towards dealers.....even if not doing any of that in Virginia..they can't get rid of their inventory?

There is a bit of a legal problem with the constitutional prohibition on restraint of interstate commerce.

It creates criminals.

That would be the whole point. IMO this isn't so much about getting rid of the guns as it is getting rid of political opponents. Hundreds of thousands of Virginians own so called "assault weapons", with probably millions of standard capacity magazines. If these laws are passed (and make it through the Supreme Court intact) and citizens are caught exercising their constitutional rights to bear arms they can be declared felons, losing the right to vote and cementing the power of the Dim left in Va. Don't think that hasn't occurred to them.

I think you will be surprised how many people end up in VA if a boogaloo pops off, I’m fairly certain far more than the anti 2A folks can handle.
