Well head insulation? What is this?

Bought a mountain house this past spring and am getting it ready for winter. Going to be in the 20’s this week and I’m sure it’ll be in the teens before I know it. Not sure if the previous owner winterized it and shut the water off or what. I plan on coming and going all winter so am insulating what I can and monitoring it remotely when I’m not there.

That all said, at my well head he previously just filled it with batt insulation. Seems like it might be better off putting two 40 watt bulbs in there. I don’t see power running to this box on the outside but I’m wondering if this is a temp sensor and at some point that’s what he did? Pictures attached.

You can get the heat tape strips at Lowes that you wrap around the pipes and they turn on when it get to about 37 degrees. Different lengths from 6-30 feet. I put a thermostatically controlled tap on a lamp in the camper.

And that batt insulation will defiantly help keep it from freezing down to a point.
