Which is most efficient use of cash, buying a PCC, or using an existing AR15 Lower with a new Upper?

Looking at either buying a ready-made 9mm PCC, or using an existing AR-15 Lower and buying a dedicated upper. I just want to shoot Steel Challenge with it.
Does a decent PCC exist that doesn’t cost a small fortune? If not, any particular used PCC that I should look for?
Thanks for any suggestions, especially if you know an easily-obtainable model.
 
For Steel Challenge, I would go with a dedicated 9mm, that is a know good running platform. I have a Sig MPX, and love it.

Usually when I buy uppers in a different caliber with intentions to 'switch' - a new lower for it isn't too far behind.

For me, uppers without lowers is like peanut butter without jelly.
