So let's say I organize a group of people together and canvass the neighborhood- giving people a list of things I will do for them.
But first, they have to give me 30-40% of their property. I threaten, errr, "remind" them failure to comply will result in kidnapping them, locking them in a cage, seizing their property (plus more, because penalties and interest), stealing their children and placing them in my custody "for their protection," or kill them if they resist.
We then use the property thus taken from some to compensate others to back up our threats through violence. To be sure, we give them a high-minded oath to convince them that they're the good guys, and anyone refusing to give us their property are criminal low lifes, dangers to the very functioning of society.
We also make it a point to remind the population we're taking from that these men and women who make them comply are all that stands between them and utter chaos, without whom thuggery, banditry, theft, and violence will consume them.
So - if me and a handful of other citizens did that - would the compensation we provide the muscle to enforce our rules be "his or her own money" or would it be possession of stolen property?
