The makers of the balloons have moved on and now support mainly scientific studies and they carry the HBAL### naming on flight tracking sites.
I would say thats an understatement.

From the homepage go to products, click stratospheric balloons and airships, on that page scroll down to the video.
Its 4:23 long. To me, the fact that you see that particular info in that video is very telling about what they're selling.

From 2/18/22, an interesting/odd article about F-22's being scrambled to intercept a balloon off the coast of Hawaii.
