handgunlaw.us

now states that Nevada. Does not honor North Carolina concealed handgun permit.

they mentioned this change as of June 2020. Is GRNC aware and lobbying to rectify this?

I have also asked whether or not there was any effort to gain reciprocity in Minnesota. it appears that based on their requirements we should qualify.

thanks

Thanks for bringing this up, as I have friends in Reno I visit often (pre-COVID). I had to check this out.

The Nevada Dept. of Public Safety says that as of June 2020, NC is no longer on the list (see attached letter).

looking into Arizona non-resident permit... https://www.azdps.gov/services/public/cwp?qt-cwp_menu_=8#qt-cwp_menu_

Looks like i just need an active NC CHP, fingerprint card (FBI FD258) and $60.00 money order....

@BigWaylon where you do you get/print these fingerprint cards?

So the change to Nevada law is the blue text.

" determine whether each state requires a person to complete training, a class..."

They would determine this by sending a survey to our state police or States Atty. We do certainly require training here in NC, so the only reason why we'd not be substantially similar is we failed to respond. Who's in charge in Raleigh? Anti-gun leftists? Yup.

You can order them from the ATF for free. I have a stack here. The ones I have already have the NFA ORI stamped on them, but not sure it matters. Iā€™m guessing AZ has a label theyā€™d stick on it if theyā€™re actually sending them off for a background check.

Stop in to see the High Sheriffā€™s fingerprint gals. For $5, they printed mine out three times, to give me enough for my NFA goodies. Didnā€™t even need to use ink. If you bring em candy, might get the cards for free.

If you need ink, you should be able to get at any hobby/office supply. After years of finger printing, I learned to print myself. If I was home, I would invent you over for a printing session and range day (back yard range). Brunswick county Sheriffs office did my free when I did my CHP a decade ago.

I know VA non resident permits have to be inked on cards they provide. They also have to have the phone number of the person printing to confirm they were legit done by that person. I had mine done in 2015/2016 and they actually called the officer to verify he did them.

set up fingerprint appt through CCBI. Seemed easy enough and probably less hassle than trying to get my own forms and printing myself. plus they say print imaging needs to be done by a "qualifed fingerprint technichian" although i don't see on the form that anyone attests to being the person that printed you....

I might set up an appointment with one of the mobile printing services. might be worth the extra $$ to not have to go to CCBI

You lit a fire under my butt, on this a day when I'm sitting -disarmed in Reno NV.
I'm emailing wheatly and deviere about it now.

But me and the mrs are probably going to request copies of our print cards from Cumberland Co and just get the AZ permits.
probably fastest. and she's bugging me since we keep her armed in her office out here.

i thought you mentioned discussing this with someone at DOJ and they would ā€œlook intoā€ the nevada reciprocity issue
I spoke with top guy and NC excerpts all CC from all states. So if you are a resident of NC and get a non resident CC from another state, then you can carry in NC.

ok. i misunderstood or it was someone else.

i appreciate you getting that other info though
Oh now I remember... I did speak to top DOJ. He knew nothing about them not excepting NC anymore. He said he would look into it. He was not going to get back to me on that. He was only going to take them of NC list if that was the case. I dont think he felt he could do anything to change there mind.

Hello to both of you.

As of last year, June 1 2020, Nevada has stopped honoring North Carolina Concealed Handgun Permits. To the best of my knowledge, the requirements for a CHP in NC still meet or exceed all the requirements needed for NV to honor our permits, and their license requirements meet or exceed ours. Since NV reassess reciprocity with other state licensing agencies on a yearly basis, it seems likely that there was some communication issue which caused NC permits to stop being honored in NV, perhaps even something as simple as the office of the NC AG failing to respond to a request for information in a timely fashion. As you are the representatives for my district, I ask that you investigate how this happened and take the appropriate steps to ensure that we regain reciprocity with NV in 2021.
This issue is important to me because... .... ....
Thank you for your attention, and I hope we can see this so-called-privilege of interstate travel while in possession of a concealed handgun restored soon.
Your constituent,
(DrScaryGuy)

Thank you for letting us know about this issue. In the future please do not hesitate to reach out if thereā€™s anything our office can do for you.
Be well,
Grayson Barnette
Legislative Assistant

Senator Kirk deViere

I will check into this issue and see what I can find out. I understand your concern and support your right to bear arms.
Sincerely,
Diane Wheatley

I wish you could have CCā€™d each and every State Representative and Senator along with old Joshie Stein to see just who and how would reply.

Interesting.

I got Nevada to accept NC permits in late 2009 or early 2010, forgot which one, by connecting somebody from Nevadaā€™s Sheriffs and Chiefs Association with a contact in NC AG office. NV thought, incorrectly, that officers in the field did not have access to confirm NC concealed carry permits. That was incorrect and NV immediately recognized NC. So, I am disappointed to learn of this current issue. Seems like another version of the same issue.

I took the lead on that issue back in 2009-10 because of anticipated travel to Reno. Also, some desert hiking. I much prefer to have a gun in Reno.

wow

iā€™ve reached out to the NV department of public safety...

got an out of office reply... iā€™ll keep pressing

Like I said, it was an outfit called the Sheriffs and Chiefs Association (or something very similar) in NV that could ā€œgreen lightā€ a stateā€™s permit. I think the legislature sort of deferred to the police group. They were very nice. Took a few months to correct the problem. Of course, this was 11-12 years ago.

Update from 16 minutes ago...

I talked to the legislative liaison from the Attorney Generalā€™s office. He said there had been no changes to the North Carolina laws that would have warranted Nevada changing their position on reciprocity. I have one other place I can check to see if any bills that would have affected this have been filed in the last couple of sessions. I will do that and give you an update on what I find out.

Al Wheatley (Rep. Diane Wheatley)

Following up on my messages above. Just got off the telephone with a contact at NV Sheriffs and Chiefs Association (4:08 PM on 2/5/2021). He confirmed that the legislature transferred control over out of state permits / reciprocity from NCSCA to the Department of Public Safety. He does not know why Nevada stopped recognizing NC. That said, he is close with the person in charge of that decision. We made a plan for me to write him this weekend to see if we can identify and remedy the situation. Probably an oversight.

well, ms Wheatley seems to be interested in resolving it.
might think about including her contact info ( [email protected] ) in your letter.
sucks that "an oversight" during the handoff of administration can result in a felony charge for us little people

What app is that?
Screenshot_20210215-061855_Google Play Store.jpg
It's called CCW. Workman Consulting is the publisher. They also have an app called Posted! that you can use to track businesses in states where signs have force of law.
I met the developer while attending a townhall meeting in Wheaton, Illinois concerning gun rights. He's very active in that sphere in Illinois.

The CCW app lists all the laws for every state, breaks them down into a simple format so you know stuff like force of law on signage, need to inform, and carry in places that serve liquor at a glance or two.

Would never trust an app for anything that had to do with laws on carrying handguns.
I've met the developer. He's big into pro carry in Illinois and an absolute ally.

Still, I respect your skeptical approach concerning smartphone stuff.
