How is this ATF legal?

It's an 18 inch barrel rifle with a folding stock.
What's not legal about it?
 
Unless I’m missing something, if you’re thinking it’s not long enough, to be “legal” without NFA regulation the barrel has to be longer than 16” (in this case 18.5”) and the overall length must be over 26”.

I don’t have a virtual tape measure but I would hazard a guess that the length of the receiver, is 8” giving it an OAL of 26.5”.

But you’d have to measure with the stock extended, as by definition a rifle is designed to be fired from the shoulder…so it’s well over 26” any way you want to look at it.

(ETA: for the record, you measure rifles and pistols differently, which makes little sense)

exactly this.
there are some 10/22 kits you can get that specify YOU MUST USE AN 18.5" BARREL, because the kit makes it short enough that the finished gun meets the 26" requirement, so using a 16" barrel would put you into the felony territory you're probably thinking about.
