Couple of things I'd like to address
The seller is not my friend. Just a guy who been in my department longer than I have and I've been there 21 years.
He approached me because I've bought several firearms from people i work with over the years .
Every one in the department knows Johnny's history, and I suspect the seller does also.
The problem worked it's self out
I had some scheduled vacation time on the calendar so I've been out for three days , I don't know what transpired since I've been out and when I go back I'm not going to ask.
Both parties involved work on a different shift than I, so it's not going to be hard to stay out of the loop on this.

Here’s my take fwiw.

If he was trying to buy the gun from you then you couldn’t sell it because you can’t knowingly sell a gun to a prohibited person. And, since you know the law requires you to see a chp or ppp then you would ask to see one.

Since this is not your sale then it’s not your issue. And unless the seller is either a good friend or he asks you what he needs to do to be compliant it isn’t your responsibility to tell him.

Not sure how that comes across but I learned a long time ago nobody Ever likes advice if they didn’t ask for it and rarely if they did ask for it.
 
You earnestly believe that you know Johnny’s history and that he is a felon, but what if you’re wrong? What if he ended up pleading to a misdemeanor, or got off at the last minute for something. Well you tell someone that he is when he isn’t, that’s slander.

The furthest I’d go would be to ask the seller if he has much experience selling pistols in NC and understands the legal requirements. If he says no I’d suggest that he google “pistol purchase permit” or “pistol transfer NC”.

But it sounds like you’ve solved the problem, and at this point I sure wouldn’t go looking for trouble.
