Who can build a couple of these for me?

If those are paper targets some PVC should work. Maybe a 1” diameter T with 3/4 inside as the spinner?

Go-to Lowes / Home Depot and put the pieces together like LEGOs. Once it looks right snap a pic with your phone buy the parts and glue.
 
For personal use the PVC idea is probably viable. I think most use steel because swingers get shot everywhere but the paper often. And I imagine the mass of the stand also helps simplify anchoring, though I've never used a light one.
I've considered building one many times, just haven't.

This. I want to use these for 3-gun matches. PVC would be destroyed by the end of Squad 1
 
Just looking at parts needed those two per assembly mounted bearing assemblies are gonna run $35 to $40 each … especially if you want that 2 to 3 minute swing time.

I have some old forklift load wheels that have roller bearings in them and will give me plenty of steel to weld to.

Hmmm … forklift wheels … depending on how wide … 4” or so … you could maybe need only one?

Worn hub from front wheel drive car, should be good for this application. OP has given me some ideas.
Edit: I saved the hub bearings from my recent DIY repairs.

I like this idea, I've got some parts on our metal bin that may work great. I'll look in the next few days, if I get there anytime soon

I see the suggestions on bearings and such, but I would think a simple tube on a horizontal post should work.
 
I think a target at the bottom right for a shoot to activate would be easy enough to add on so the shooter has 2 stages to this one. First shot to start the swing and then hit the swinging target. It could also be activated by pulling a string.

I made the target attachment point so it will quick and easy to replace the uprights, I just used a couple of 2x2 pieces I had laying around. I plan to replace the nuts on the bolts with thumbscrews so no tools are needed. The bolts are long enough that springs could also be used to clamp the uprights in.

Habitat Restore sells used bed frame side rails for $10 a pair. I saved the worn wheel hubs from my DIY car repairs.

Most often I've seen a popper with an eyebolt and a length of cable to activate the swinger. Shoot the popper, popper yanks the prop stick, swinger goes swinging.

An adjustable pendulum is a great idea.
