Is it possible the the state of NC is the one screwing the taxpayers, and maybe @HMP found a way out of it? NCDMV is a nightmare to deal with on anything that has a lost title, the bonding process is extremely expensive (with no promise of actually getting the title). Its commonly done to skirt strict state title laws.
VT doesn't title vehicles older than 10 years old IIRC, so to register there you aren't required to have a title. So, if you come across _______ with no title (provided not stolen) you can get an out of state VT registration and tags mailed to you. Now you can drive it legally on the street.
Once this is done, you can go to the NCDMV with your VT registration and since VT doesn't title older vehicles (and NC knows this) NC will now issue a NC title for it to be registered in the state.

Then I walked in and bought strings for it.
Slept like a baby that night having scored a nice guitar for a great deal.
